On first listen the thought occurred to me that the unreduced "a" signalled exactly that that phrasing wasn't rehearsed --- exactly that kind of sound is what I expect to hear before a signpost and restart. As in, "with a, uh, clean record". Although the "uh" doesn't actually occur here, hearing the audio sample out of context made me think the speaker was perhaps doubting that Armstrong's record was clean. From the transcript of the earlier context, it sounds like it's the opposite situation.
